I shall give way in a moment. On subsidy, we find the misguided attempt to prop up ITV regional news by tapping into the BBC licence fee. As a former US President once said, the trouble with government is that it always thinks:""If it moves, tax it. If it keeps moving, regulate it. And if it stops moving, subsidise it."" We find the same thing in this Bill: New Labour, new taxes; new Labour, new regulation; and new Labour, new subsidies. New thinking this is not; nor is it a new economy.
