The Saville Inquiry

My Lords, the publication of the report is a sad, sad story, and how it has taken so much time is beyond my comprehension. I was the Attorney-General when it began, and it was never contemplated that it would take a fraction of this time. But the report’s findings of accountability are clear, and I welcome that. I wish to place on record the enormous time and energy that the noble Lord, Lord Saville, has put into the work of the report. In view of the time that has elapsed and the number of amnesties that have been given, will Her Majesty’s Government invite the Director of Public Prosecutions in Northern Ireland to give an early indication of whether it is now in the public interest to prosecute?
