4: Clause 1, page 1, line 4, at end insert— ““( ) If the Academy arrangements are entered into other than in relation to a maintained school converted into an Academy, the Secretary of State must be satisfied that the new Academy meets a public need in the area concerned and will not cause undue detriment to any neighbouring school.””
