Unfortunately, I think that the hon. Member is right that this was a shabby political deal done in the very smoke-filled rooms that the coalition complain about. Our political system is sick, I argue, and getting this question right provides the only road to real recovery. The system is sick because swing voters in just a tiny number of seats effectively decide who is going to run this country. It has resulted in the targeting of funding at marginal constituencies and voters in most other parts of the country being sidelined, if not ignored.
