I think that in this particular case it does follow. It might not follow if the hon. Gentleman left his place, but I think that my hon. Friend has left the Chamber because he was satisfied. Therefore, I ask hon. Members to support the new clause. Question put and agreed to. New clause 19 accordingly read a Second time, and added to the Bill.
