Comprehensive Spending Review

I am going to get to end of this section, and I will give way then. These are some of the most difficult decisions that any modern Government have had to make, with every number on every page representing someone's job or a service someone relies on. They are decisions that I know will affect everyone. So today I will set out why we had to act, the principles guiding our choices, and why fairness is at the heart of this spending review.
