Comprehensive Spending Review
No, I am not going to give way. There will be reform, too, in the justice system. A prison population that is rising out of control is not right, let alone affordable. The guilty must be punished, but rehabilitation must be the priority. There are major reforms in other policy areas. Across all that we do, reform is the keystone to delivering better for less.
