6: After Clause 10, insert the following new Clause— ““Independent review (1) The Secretary of State must, within 3 months of the coming into force of this Act, appoint an independent person to keep under review the arrangements for the time being maintained by the Secretary of State (and any person or authority to whom or to which he delegates any related function) for the purpose of his functions under this Act or any subordinate legislation made under it. (2) The person so appointed shall report annually the findings of his review to the Secretary of State, with such report being made contemporaneously available to Parliament.””
