National Insurance Contributions Bill
Does the hon. Gentleman accept that the purpose of the holiday, as we are calling it, is to try to compensate for a reduction in the size of the public sector in certain parts of the country, rather than targeting specifically, as he and other Opposition Members seem to be suggesting, areas of higher unemployment?
