School Sports Funding

It is important that we ensure that the very many Back Benchers who have not yet intervened but want to contribute have a chance to do so, and I should like to make some progress. With respect to the hon. Lady, there may be room for some interventions later. I have talked about the nature of the bureaucracy. It is also important to talk about the nature of what has been delivered. It is important to recognise that, yes, there have been improvements, but they must be put into this context: £2.4 billion spent, and what have we seen for it? The right hon. Member for Leigh chided me in saying that in his view there had been an abuse of statistics. Well, the motion refers, I think, to 22% of children taking part in sports in 2002 and 90% doing so now. I have to point out to him that that is an abuse of statistics. The 22% figure was an estimate by Ofsted; 90% is a figure from a genuine survey. The first survey of involvement in school sports, in 2003-04, showed that more than 60% were already taking part. Yes, that is an improvement—I am happy to acknowledge it—but what we have seen is a manipulation of statistics for political purposes. I am happy to forgive the right hon. Gentleman, but let us be clear that he was not comparing like with like.
