Proceeding contribution from David Ward (Liberal Democrat) in the House of Commons on Monday, 17 January 2011. It occurred during Debate on bill on Localism Bill.

Gentleman agree that it is possible that those on both sides of the House are right and wrong, in that some communities will flourish and fly with new-found freedoms and rights, while others without resources, leadership capacity and social capital may be left untouched and probably further behind?
