Proceeding contribution from Jack Straw (Labour) in the House of Commons on Thursday, 10 February 2011. It occurred during Backbench debate on Voting by Prisoners.

Voting by Prisoners

I will give way in a couple of seconds, but I will just make some progress. The retired Law Lord, to whom the right hon. Member for Haltemprice and Howden referred, has recently said that the Human Rights Act could be"““a perfectly serviceable British Bill of Rights””." That, in essence, is what it is. The Act was expertly drafted. It gave the courts the power to declare primary legislation incompatible with the convention, but no power to strike down that legislation.
