Proceeding contribution from Chris Bryant (Labour) in the House of Commons on Friday, 11 February 2011. It occurred during Debate on bill on Legislation (Territorial Extent) Bill.
Legislation (Territorial Extent) Bill
I would like to see the issue addressed in different ways—as it has been addressed in other countries. For example, the role of the second Chamber needs to be looked at. It has been embarrassing that the vast majority of people who have been appointed to the second Chamber in the past few years have been from London and the south-east of England. That is almost inevitable when we have an appointments system. I would prefer to move to an elected system, where we had more people representing the whole of the UK. It might be possible to devise a better answer to the West Lothian question through reform of the second Chamber on an elected basis. However, as the hon. Lady has said, the whole business of parliamentary privilege comes into play. It has been a fundamental assumption from when the first commoners were allowed to attend parliamentary proceedings under Simon de Montfort in 1258 that grievances that they presented on behalf of the people should be able to be presented without any difference between one and the other Members.
