Proceeding contribution from Geoffrey Cox (Conservative) in the House of Commons on Wednesday, 16 February 2011. It occurred during Debate on bill on Parliamentary Voting System and Constituencies Bill.
Parliamentary Voting System and Constituencies Bill

Is it not sensible for a fundamental constitutional and political change such as this to have a minimum turnout threshold to warrant and justify it?
