Proceeding contribution from Lord Pearson of Rannoch (UK Independence Party) in the House of Lords on Friday, 4 March 2011. It occurred during Committee of the Whole House (HL) and Debate on bill on Dog Control Bill [HL].

Dog Control Bill [HL]

My Lords, I accept what the noble Lord says about dogs in cities, on leads and all the rest. Is he therefore saying that a dog that merely barks at a stranger on a public footpath in the countryside would not fall foul of this Bill?
