My hon. Friend makes an excellent point. Does he accept that what is proposed is inconsistent with article 10 of protocol 1 of the Treaty on European Union, which mentions a conference of parliamentary committees submitting contributions for the attention of the European Parliament? That is completely different from what is being proposed by the Belgian presidency.
