Japan and the Middle East
Regional support has now been given, and the need is demonstrated. Five years ago, Heads of State at the UN General Assembly agreed that they"““are prepared to take collective action, in a timely and decisive manner, through the Security Council…should…national authorities manifestly fail to protect their populations.””" Is it not time that the Security Council acted collectively to protect the people of Libya?
