Scotland Bill

I am listening closely to the Minister, but I am slightly confused. He is talking about the development of high-speed rail, which will be very good if it comes to Scotland—we will see if the Government ever get it there—but that service does not begin and end in Scotland, and neither do the Virgin or East Coast services. I do not understand his point. The new clause refers to services that begin and end in Scotland—basically, the ScotRail franchise as it operates at the moment.
