Scotland Bill

I am grateful to the hon. Gentleman for joining us at this late stage. I must clarify for him that the legal terminology in the Railways Act 1993 defines the franchise area as those services that begin and end wholly within Scotland. However, the franchise also covers the tiny stretch to Carlisle. He might wish to take up that legal point with the Library, but it does not affect the new clause. I am conscious that we are keeping Conservative Members back from their drinks reception with the Deputy Prime Minister. I regret to say that I found the Minister's arguments rather weak and will therefore press the new clause to a Division. Question put, That the clause be read a Second time.
