Police Reform and Social Responsibility Bill
Of course, I can see that if you are holding someone to account, clearly you are part of holding a person or body to account as you scrutinise their performance. I fully understand that, but we have been presented with the proposition that we are to have single individual elected politicians, accountable to the public through the ballot box, for the performance of the police, with the panel providing some kind of scrutiny in addition or as some kind of safeguard. He took the argument a bit further forward today by emphasising the accountability of the police commissioner to the police and crime panel. I rather welcome that if the panel is to be given proper powers to hold the PCC to account. The problem is that it is very difficult to see how on earth the PCC can hold the commissioner to account because it has only two levers—one on the precept and the other on the appointment of the chief constable—and very little else.
