Humanitarian Emergency Responses

My right hon. Friend is entirely right about those dangers, which he and his Select Committee have identified in their work, not least on the crisis in Haiti and the international response to it, particularly in the early hours. On co-ordination, I did not answer the question from the hon. Member for Edinburgh North and Leith (Mark Lazarowicz) about the high-level panel. It is important to make it clear that Baroness Amos is leading an effective reform programme as the emergency relief co-ordinator. We back her strongly in that role, as do the heads of the UN agencies. I continue to talk to her and others at the UN about the findings of the multilateral aid review and the humanitarian emergency response review. That is the right way to take this agenda forward, so let us see how we get on with that.
