Proceeding contribution from Lord Beecham (Labour) in the House of Lords on Thursday, 23 June 2011. It occurred during Committee of the Whole House (HL) and Debate on bill on Localism Bill.

Localism Bill

Does the noble Lord agree that the best course would be to dispense with the clause altogether and leave the matter entirely to the discretion of the local authority, which is my first preference?
