Education Bill

1: Before Clause 1, insert the following new Clause— ““Foundation stage (1) The period in the life of a child between birth and compulsory school age shall be designated as the foundation years for that child. (2) During a child’s foundation years, the English local authority area of the area in which the child lives is responsible for working with that child’s parents or carers and with relevant services to promote the child’s healthy, physical, social, emotional and cognitive readiness to enter school on reaching school age.””
