We are indeed. We are also talking about how the commissioner makes those significant strategic decisions, as he would have responsibility for the police’s part of what is not just a policing matter, but a matter which transcends the boundaries between police authorities, however constituted, and local government. This is a two-way street and one way is blocked by the Government’s apparent refusal to recognise that there has to be a partnership arrangement between police authorities and local authorities. I am really at a loss to see why the Minister and particularly her advisers are intent on blocking the way towards a collaborative and potentially fruitful relationship, which cannot be assisted by the way that the Bill is currently drafted.
