Fixed-term Parliaments Bill

The Minister says that we should clearly take it as read that the Prime Minister would engage in consultation with the Opposition, but I note that the Minister tabled a written ministerial statement this morning on the West Lothian question and the setting up of a commission, but he does not indicate at any point that he is going to consult with the Opposition on its terms of reference or its membership.
