I suspect that most of that would fall foul of human rights legislation, which will not be removed from the statute book any time soon. However, there is a fundamental distinction between a private tenant and a tenant of a local authority, in terms of the rights that a local authority has to act on behalf of all local residents. Although I accept the grave concerns expressed by the right hon. Gentleman and the right hon. Member for Greenwich and Woolwich (Mr Raynsford), do they not see that the community out there feel strongly that lessons must be learnt? If we do not use a range of different tools to make it clear how much the incidents have distressed the community, the perpetrators will be seen to have got away with it.
