Proceeding contribution from Lord Freud (Conservative) in the House of Lords on Tuesday, 18 October 2011. It occurred during Debate on bill and Committee proceeding on Welfare Reform Bill.
Welfare Reform Bill
My Lords, may I make that absolutely clear? There are 430 people currently on the HOLD scheme. The bulk of them have an arrangement with a mortgage provider, the Kent Reliance, which means that they can continue to pay the required rate of 3.63 per cent. Therefore, only a handful of people on the HOLD scheme are affected by any change.
