(Translation) : That is an interesting point, but research from the ’80s shows clearly that one of the main impacts of establishing enterprise zones was to take jobs away from other areas. About 85% of jobs created in the zones came from adjacent areas, so there was no growth in jobs, only a shift of jobs from one area to another. There might be an opportunity to do things differently this time, and I hope that things will be different. I am glad to see the Welsh Assembly moving in that direction. I would rather there was sectoral growth, with a focus on certain aspects of the economy; that would be better than it being geographically limited.
