163BZZA:Before Clause 60, insert the following new Clause— ““CHAPTER A1 Principles of regulations of health and adult social care services Principles of regulation of health and adult social care services Any person undertaking any regulatory functions under this Part or any functions in relation to services provided under this Part shall exercise all such functions based on the principles of universality and social solidarity.””
