Subsidiarity Assessment: Food Distribution (EUC Report)

Lords debate on motion to take note of the report of the European Union Committee on the amended Commission proposal for a Regulation of the European Parliament and of the Council amending Council Regulations (EC) No 1290/2005 and (EC) No 1234/2007, as regards distribution of food products to the most deprived persons in the Union (COM (2010) 486, Council Document 13435/10) (HL 44 2010-11). Agreed to on question. (Debated with Lords motion to resolve that this House considers that the amended Commission proposal for a regulation of the European Parliament and of the Council amending Council Regulations (EC) No. 1290/2005 and (EC) No. 1234/2007, as regards the distribution of food products to the most deprived persons in the Union (COM (2010) 486, Council Document 13435/10) does not comply with the principle of subsidiarity, for the reasons set out in the second report of the European Union Committee (HL 44 2010-11); and, in accordance with Article 6 of the protocol on the application of the principles of subsidiarity and proportionality, instructs the Clerk of the Parliaments to forward this reasoned opinion to the Presidents of the European institutions).
