Military Aid: Procurement

Question

To ask the Secretary of State for Defence, what his Department's policy is on the use of agency fees, commissions and Bought In Services in government-to-government arms and defence contracts; and whether this policy has been reviewed since (a) April 2021 and (b) March 2024.

Answer

National Armaments Digital & Data team does not maintain a separate policy governing the use of agency fees, commissions or Bought In Services in government‑to‑government defence contracts; rather, such arrangements are subject to the Department’s established commercial, legal and ethical frameworks and the Government counter‑fraud standards.

These frameworks mandate appropriate transparency, propriety and due diligence in respect of all contractual payments. Responsibility for managing intermediaries and supply chain arrangements rests with the prime contractor, subject to MOD oversight and assurance.
