The 13 defined Social Value Measures in the User Services for the Emergency Services Network (ESN) are detailed below:

  1. Environmental Champion
  2. Ratify baseline measures to build sustainability goals – ESN Programme
  3. Environmental Sustainability Workshop and develop sustainability goals
  4. Run annual Sustainability Awareness Assessment – ESN Programme
  5. Run annual Sustainability Awareness Assessment – UO focused
  6. Establish Environmental Community Group (ECG)
  7. Establish sustainability space on Supplier’s ESN community portal
  8. Offer access to sustainability space on Supplier’s ESN community portal – to US representatives
  9. Make available Sustainability Awareness Training – including ‘Green IT’ to ESN Programme Teams
  10. Make available Sustainability Awareness Training – including ‘Green IT’ to UOs’ ESN Technical Teams
  11. Fighting Climate Change Volunteering – Supplier volunteering
  12. Fighting Climate Change Volunteering – Supplier volunteering with UOs
  13. Enactus – Local Community based Social Impact Programme – ESN Programme and UOs.

The above measures are assessed either on a binary basis (achieved/not achieved) or against defined quantitative targets, such as the delivery of specified activity volumes or hours within a stated period.

This charter ("Manual of Me") was implemented to drive Social Value through the Home Office's supply chain on the METIS Contract.

It was specifically designed to strengthen collaboration and foster a more inclusive and supportive partnership approach to deliver and track the shared goals and values throughout the life of the contract that were established as critical during the procurement and evaluation process
