Customs: Books and Magazines

Question: To ask the Chancellor of the Exchequer, what assessment she has made of the potential impact of the EU’s removal of the De Minimis exemption from customs duties for low-value goods on the volume of (a) print magazine (b) book exports to the EU.

Answer: The Government has been following the development of the EU’s customs reforms and the removal of the €150 customs duty relief for imports into the EU (including books and magazines from the UK). The Government is aware of concerns from professional publications about the impact of the EU’s changes on the sector and their proposal for a sectoral carve out. The EU's changes do not impact the rules for claiming preferential rates of duty agreed in the UK-EU Trade and Cooperation Agreement. The UK has engaged the European Commission on their reforms through forums including the UK-EU Trade Specialised Committee on Customs Co-operation and Rules of Origin, and more broadly the Government is working closely with the EU at all levels to support UK businesses’ trade in and with the EU.
