Stop-and-Search
With the utmost respect to the Home Secretary, may I put on the record my concerns about some of the proposals? I suggest that one thing that is lacking is a change to PACE that would allow officers who stop somebody with serial offences of carrying weapons or drugs to use that previous criminal record as grounds for a search. Those grounds are specifically banned under PACE at the moment. If the power is about targeting real criminals, we need to make sure that it helps police officers go after the real criminals, as well as perhaps making it harder for them to go after those who are not committing crimes.
