Litter and Fly-tipping: England

I thank my hon. Friend for giving way and will commend him and his Committee on the report if I am called to speak by Mr Turner in due course. I was interested to read in the report and the Government response about the difficulty of the relationship with tobacco companies. Councils did not want to get too close to them, but they were offering to assist. Will my hon. Friend elaborate on the discussions around that? It is unclear whether the Committee reached a conclusion about embracing tobacco companies, no matter how uncomfortable that

might be, especially if they are going to provide some money for the clear-up, which is a significant cost to local authorities.
