These regulations were made in exercise of the powers conferred by Articles 72(3), 73(2), 76(4) and 105(6) of Regulation (EU) 2016/2031 and Articles 22(2), 48(h), 54(3), 77(1), 90 and 144(6) of, and paragraphs 2 and 3(2) of Annex 6 to, Regulation (EU) 2017/625, as retained in UK law from section 2(2) of the European Communities Act 1972.
