Gentleman in response to this question.Letter from Dr. Malcolm McKibbin, dated 26 January 2007:"You recently asked the Secretary of State for Northern Ireland five Parliamentary Questions: -""(i) what the value is of the contract with National Car Parks (NCP) to manage parking enforcement throughout Northern Ireland;""(ii) how the revenue generated by parking enforcement tickets under the new traffic attendant system will be used;""(iii) how much revenue has been generated since the new traffic attendant system managed by NCP came into operation; and how much revenue was generated in the last comparable period under the previous parking enforcement system;""(iv) how many people are employed under the contract with NCP to manage parking enforcement in Northern Ireland; and""(v) whether the contract with NCP to manage parking enforcement in Northern Ireland provides for performance bonuses for the (a) chief executive and (b) traffic wardens.""I have been asked to reply as the issues raised fall within my responsibility as Chief Executive of Roads Service. For ease of reference, I will reply in the order listed above.""(i) National Car Parks contract value.""As you may be aware our contract with NCP includes for the management of Roads Service’s off-street charged car parks as well as the enforcement of on-street parking and waiting restrictions. If NCP provides the appropriate level of service, as measured against key performance indicators (KPIs) under the terms of the contract, a performance related payment, over and above the actual costs to NCP, will be made each month. I must stress that these KPIs do not relate to the number of tickets issued by Traffic Attendants. Under the terms of the contract the maximum annual amount payable to NCP will be £8,848,698.38. This sum includes the maximum performance related payment.""(ii) How the revenue from parking charge notices will be used.""The revenue generated by the payment of penalty charge notices is used, along with income from car parking and other charges, to supplement the overall financing of Roads Service by Central Government. Based on current levels of tickets issued and payment rates, income from penalty charges will not cover the total cost of the NCP contract.""(iii) Value of revenue generated since the introduction of the new Traffic attendant system compared with the same period last year.""Since the introduction of the new Traffic Attendant system managed by NCP, £614,700 has been paid so far to Roads Service as a result of Penalty Charge Notices (PCNs) (both on-street and off-street) during the period 13 November 2006 to 22 January 2007. With regard to the second part of your question, we do not have the figures for the equivalent period last year as on-street parking was managed by the PSNI. However, I can give you an indication of the number of on-street PCNs being issued under the new system compared to parking tickets issued under the old system. Since the introduction of the new system some 25,551 on-street PCNs have been issued. This equates to an annual figure of approximately 133,000 PCNs compared to an annual average of 66,000 on-street parking tickets issued by PSNI.""(iv) The number of people employed by NCP to manage parking enforcement in Northern Ireland.""I have been advised that NCP currently employ 371 staff in Northern Ireland to manage parking enforcement and operate the contract with Roads Service.""(v) Performance bonuses.""I can advise that the contract Roads Service has with NCP to manage parking enforcement in Northern Ireland does not provide for bonuses to any NCP staff members, including their Chief Executive or Traffic Attendants."

Gentleman in response to this question.Letter from Dr. Malcolm McKibbin, dated 25 January 2007:"You recently asked the Secretary of State for Northern Ireland a Parliamentary Question pursuant to the Answer of 15th January 2007, Official Report, column 935w, regarding, how many of the newly installed machines were reported as not operating properly in the first month after installation.""As this issue falls within my responsibility as Chief Executive of Roads Service, I have been asked to reply.""As you will be aware, National Car Parks Ltd (NCP) is responsible for managing machine faults and their repair, which normally relate to ticket jams and coin jams. I am advised that in the first month after installation, all 70 new pay and display machines were reported as experiencing faults. This was as a result of a specific unforeseen problem identified with the newly installed machines relating to the ticket paper quality, which resulted in a much greater number of ticket jams than would usually be expected. I understand that NCP trialled a number of different types of ticket paper to resolve this issue and, while doing so, provided a sufficient maintenance resource to deal with these additional faults. These teething problems have since been resolved and the newly installed machines are now operating to a satisfactory level.""I would add that the satisfactory maintenance of pay and display machines is a Key Performance Indicator in our enforcement contract with NCP. NCP performance in this area is being measured against fault response times detailed in the contract and will be continually monitored by Roads Service’s Parking Enforcement Unit."

Gentleman in response to this question.Letter from Dr. Malcolm McKibbin, dated 15 January 2007:"You recently asked the Secretary of State for Northern Ireland a Parliamentary Question, if he will introduce a permit scheme to exempt residents of Derry City Centre from new car-parking restrictions introduced under the Northern Ireland Department for Regional Development’s contract with NCP.""As this issue falls within my responsibility as Chief Executive of Roads Service, I have been asked to reply""I can advise that currently there is no scheme which allows Roads Service to exempt residents in Derry City Centre from the normal requirements to comply with current parking regulations, other than those that exist within the Pedestrian Zone, to which residents’ access is permitted by permit. I can also advise that Roads Service has no plans at present to introduce such a scheme.""I am sure you will appreciate that waiting restrictions are introduced either to facilitate the safe movement of traffic, or for traffic progression reasons and that permitting residents to park at these locations, during periods when restrictions are in force, would reduce the likelihood of these objectives being achieved.""Following the recent transfer for parking enforcement from the PSNI to Roads Service, our priority is to use resources to ensure effective and consistent enforcement of current waiting restrictions. In advance of the transfer, a review of waiting restrictions was carried out throughout the city. As a consequence, amendments to some waiting restrictions were ""introduced to facilitate residents where the restriction was deemed no longer appropriate or necessary. I can also advise that we are considering further changes in the Strand Road area with a view to providing additional space for short term parking. If there is any particular location where you would wish Roads Service to undertake a review of the current restrictions, I would ask you to contact the local traffic engineer, Keith Cradden, telephone 028 7132 1653, who will consider the issue."

Gentleman in response to this question.Letter from Dr. D M McKibbin dated 15 January 2007"You recently asked the Secretary of State for Northern Ireland a parliamentary question regarding how much was paid by the Department for Regional Development Roads Service to National Car Parks (NCP) under the contract to enforce car parking restrictions in the most recent period for which figures are available; what performance indicators apply under that contract; how those indicators are (a) measured and (b) monitored; and what the maximum annual amount payable w NCP is under the terms of the contract.""As this issue falls within my responsibility as Chief Executive of Roads Service, I have been asked to reply.""I can advise that to date, no payment has been made by Roads Service to National Car Parks Ltd (NCP) in relation to the contract for the operation of parking and enforcement services as no invoice has been submitted.""Performance measurement and monitoring is on the basis of 31 Key Performance Indicators (KPIs) which relate to the quality of the service being provided (see Annex A). These KPIs relate to all aspects of work covered by the contract and are not solely related to the enforcement of parking restrictions. They cover such items as the level of deployment of traffic attendants, training, quality of information recorded, car park management and cash collection. There are no KPIs related to the number of penalty charge notices (PCNs) issued.""Given the wide scope of the KPIs, different methods are required to measure and monitor performance. For example, deployment levels are measured through payroll records and can be independently monitored from reports produced by Roads Service. Quality of information recorded mil be analysed by examining the number of PCNs cancelled due to traffic attendant (TA) error.""The contract includes for the management of Roads Service's off-street charged car parks and the enforcement of parking restrictions. If NCP provides the appropriate level of service as measured against the KPIs, under the terms of the contract, the maximum annual amount payable to them will be £8,848,698.38. This sum includes the maximum performance related payment, and refers to the full service to be provided by NCP, not just enforcement of parking restrictions."Key Performance IndicatorsA. Gentleman in response to this question.Letter from Dr. Malcolm McKibbin, dated 4 December 2006:"You recently asked the Secretary of State for Northern Ireland a Parliamentary Question regarding how many residents parking schemes are under consideration by the Department for Regional Development in each Northern Ireland council area. As this issue falls within my responsibility as Chief Executive of Roads Service, I have been asked to reply.""By way of background, I should explain that the Department took powers in the Road Traffic Regulation (NI) Order 1997 to permit the introduction of residents’ parking schemes in Northern Ireland. However, one of the key success factors for residents’ parking schemes is effective enforcement. At that time, the Police Service of Northern Ireland was responsible for the enforcement of parking restrictions, but indicated that they could not provide resources to carry out this enforcement. No schemes have therefore been implemented to date.""You will be aware that, on 30 October 2006 parking offences were decriminalised and Roads Service took over responsibility for the enforcement of parking restrictions. On 17 November 2006 we launched a draft policy consultation on residents’ parking, which will end on 9 February 2007.""While we have received a number of enquiries in relation to residents’ parking schemes, none of these will be considered in detail until the consultation has been completed and a policy developed. However, I can advise that following publication of the residents’ parking policy, it is intended that the first residents’ parking schemes will be implemented towards the end of next year."

As this issues fall within my responsibility as Chief Executive of Roads Service I have been asked to reply.""As you are aware Roads Service transferred responsibility for the operation of pay and display car parks to the private contractor, National Car Parks (NCP) on 30 October 2006. Prior to the transfer, Roads Service conducted twice weekly inspections / cash collections at the three pay and display machines in the Central car park, Limavady.""The table below details the number of pay and display machines working on each date Roads Service conducted an inspection/cash collection."

"Since the new operation started on the 30 October 2006 NCP has experienced some difficulties in relation to machine maintenance and this has resulted in some machines being out of order for longer than we would like. This is in part due to the huge task of transferring the management of maintenance and replacement of all parking equipment in Northern Ireland to one central control point. The pay and display machines currently operating in Limavady Central car park are relatively old and are soon to be replaced. A computer monitoring system, linked to the new pay and display machines will enable faults to be detected as soon as they occur. It is hoped this improved system will reduce the time machines are out of order."

Lady in response to this question.Letter from Mr. Geoff Allister, dated 25 July 2006:"You recently asked the Secretary of State for Northern Ireland a Parliamentary Question regarding what legislation applying in Northern Ireland deters motorists from parking their cars on pavements.""As this issue falls within my responsibility as Acting Chief Executive of Roads Service, I have been asked to reply.""At present, the principal traffic regulation order relating to waiting and loading restrictions throughout Northern Ireland is the Roads (Restriction of Waiting) Order (Northern Ireland) 1982 (““the 1982 Order””). A yellow line waiting restriction placed on the carriageway applies to all of the side of the road on which it is located, i.e. from the center of the road to the road boundary, which may include a footway or verge. A motorist parking their vehicle on a footway adjacent to a yellow line marking on the carriageway is guilty of an offence.""In addition, the Footways (Prohibition of Waiting) (No. 2) Order (Northern Ireland) 1981 (““the 1981 Order””) prohibits the waiting by motor vehicles, at any time, on footways adjacent to clearways. Any person who contravenes the 1981 Order or the 1982 Order is liable on summary conviction to a fine not exceeding £1,000.""Article 88 (obstruction of roads) of the Roads (Northern Ireland) Order 1993 also provides that any person who, without lawful authority or reasonable excuse, in any way intentionally or negligently obstructs the free passage along a road shall be guilty of an offence and liable on summary conviction to a fine not exceeding £500."

I have been asked to reply as these issues fall within my responsibility as Acting Chief Executive of Roads Service.""Roads Service is responsible for the management of 82 Pay and Display car parks across Northern Ireland. Forty of these are operated through private contractors and as such no Roads Service staff are involved in patrolling these car parks. Road Service employs 15 car park attendants to patrol around the remaining 42 car parks and take appropriate action when a vehicle fails to display evidence that the required fee has been paid.""I hope this information is helpful."
