The 10-year drug strategy ““Protecting families and communities””, published in February 2008, set out a series of steps to address the problems associated with young people's misuse of drugs, alcohol and volatile substances. The main action that has already been taken is as follows.A review of drug and alcohol education has taken place and, in response to its recommendations, in October 2008 Government committed to review existing guidance on the subject by September 2009 and to conduct an independent review of how its decision to make PSHE statutory status could be translated into a practical way forward.To continue helping to prevent drug use among young people (11 to 18) by changing their attitudes and perceptions towards drugs and drug users, a new FRANK Cocaine campaign was launched in December 2008. Awareness of FRANK remains very high: in the latest tracking study (report July 2008) 83 per cent. of young people were aware of the campaign. This figure is unchanged from 2007.A cross-government working group has been set up, informing thinking for next Drug Strategy Action Plan, measuring impact of existing interventions with at risk families, identifying research priorities and informing the rollout of Think Family reforms at local level.The drug strategy committed to publish guidance to help the commissioning and delivery of treatment services with a greater focus on the needs of parents and families, and to that effect the National Treatment Agency (NTA) published carers' guidance in October 2008. The NTA will also shortly be publishing updated commissioning guidance for local partnerships which will include a specific section on commissioning appropriate services for parental drug users, including pregnant drug users. The document will also provide guidance to commissioners on supporting families around drug use and involving them in the commissioning system.To meet our commitment to provide intensive support to substance misusing parents through a range of recently established family interventions, targeting families at risk, the substance misuse agenda has been included in remit letter for local parenting support advisers; Family Pathfinder status has been awarded to 14 areas, one focussing on substance misuse; and, substance misuse has been included in the broad remit for parenting and early intervention projects. Furthermore, family intervention pilots (FIP) have been extended to 500 further families affected by substance misuse. NTA are working with DCSF in the development of the child poverty family intervention projects in 10 pilot areas during 2008-09. This will be rolled out to further areas in the next two years.To meet our commitment toward encouraging better take-up of free child care for three and four-year-olds (and two-year-olds in pilot areas) to improve access to treatment for parents, the NTA will be publishing family friendly treatment guidance for commissioners and providers in spring 2009. NTA is also continuously working on ensuring that parents seeking access to treatment are aware of free provision.

The Government are taking robust action to reduce significantly the numbers of young people affected by substance misuse, (including alcohol). The Department for Education and Skills, the Home Office and Department of Health agreed a joint approach to the development of universal, targeted and specialist services to prevent drug harm and to ensure that all children and young people are able to reach their potential. This will often cover a wide range of substances, including alcohol and volatile substances and is supported by a ring fenced budget—The Young People's Substance Misuse Partnership Grant.In addition, the Alcohol Harm Reduction Strategy, led by the Home Office, aims to minimise harm caused by alcohol and tackle adult problem drinking. The strategy includes a work theme on young people and parents.Arrangements for safeguarding children and promoting their welfare have been strengthened through the Every Child Matters reform. The Children Act 2004 places a duty on local authority children's services departments to protect children from significant harm, including from alcohol misusing parents."Over the past two years the Government Office for the North East's Drugs and Crime team has led a major regional initiative aimed at developing effective multi-agency responses for children and families affected by parental substance misuse. All 12 local authorities are participating in this and many have developed local networks to plan and implement effective support services.""Specifically within Tees Valley, five authorities have developed a range of services for children and families affected by parental substance misuse.""Middlesbrough have just established a project—Families First—dedicated to supporting families where parental alcohol or misuse threatens the safety and well-being of the children in the family. The Government are funding on evaluation of the project in order to develop the evidence base on interventions with these young people."

Simon Hughes: To ask the Secretary of State for the Home Department what guidance he plans to issue to clarify the circumstances in which an in-country asylum applicant should be considered to have made their claim within a `reasonably practicable period' for the purposes of determining whether they are entitled to support by the National Asylum Support Service; whether asylum seekers will be exempt from having to show that they have made their claim as soon as reasonably practicable if they are in-county applicants who (a) suffer from a recognised disability, (b) suffer from a serious physical, mental or psychological illness, (c) are pregnant, (d) suffer from serious trauma, (e) have been subject to human rights abuse, (f) are drug or alcohol dependent, and (g) are over the age of 60; and if he will make a statement. [85819] Beverley Hughes: [holding answer 10 December 2002]: Section 55 of the Nationality, Immigration and Asylum Act 2002 which comes into force on 8 January 2003, will prevent The National Asylum Support Service (NASS) from providing support unless the Secretary of State is satisfied that the person applied for asylum as soon as reasonably practicable after arrival in the United Kingdom. Case-workers in MASS will receive training on how this new measure should be applied. In addition guidance will also be issued to local authorities. I can confirm that in practice, if an applicant makes a claim immediately on arrival at the port then they will be able to access asylum support, provided they otherwise qualify. If the person fails, without good reason, to make an asylum claim immediately at the port of arrival then support will be refused. Families with children will, however, receive asylum support even if they did not apply as soon as reasonably practicable. In addition, those who claim asylum in country following a significant change in circumstances in their country of origin (provided they make their asylum claim at the earliest possible opportunity following that change of circumstance) will be supported by NASS. In addition asylum seekers who successfully show that a refusal of support by NASS will result, for example, in a breach of Article 3 European Convention of Human Rights (ECHR) will be granted support by NASS. Local authorities will continue to be able to provide support to asylum seekers under the National Assistance Act 1948 (or in Scotland the Social Work (Scotland) Act 1968) but only where they are presently empowered to do so, ie where special needs have been identified so as to engage those provisions. Whether the particular types of case which are referred to will be eligible for support will depend on whether, on the particular facts of the case, the claim for asylum has been made as soon as reasonably practicable and, if not, whether the case falls within one of the exceptions referred to above.
