The Treasury Committee report on the 10p tax issue noted that the 13 May announcement ensured that fewer low-paid people will be paying income tax, and we described that as bringing simplicity, transparency and greater incentives to work. The Government must ensure that every effort is made not to return those people into the tax system. In that respect, the Committee recommended a poverty commission in which an analysis of the root causes of poverty would be made for the Government to consider so that we can make advances in slashing poverty and ensure that the 2020 abolition targets are achieved.

The tax burden for single-earner families without children on half of average male earnings—the figure that I used earlier—is still less than it was in 1997-98. Those families are £167 a year better off than they were. I am grateful to my hon. Friend for his comments about pensions, and I was pleased that this year’s Budget was able to increase the full basic state pension by £3.40 a week to £90.70 a week, which is the biggest increase in the basic state pension since 2001.

My hon. Friend will be aware that in recent years many low-income households have been those of pensioners, so may I on behalf of pensioners pass on my thanks to the Government not only for the winter fuel allowance and for pension credits, but for raising the threshold to £9,000—which is more than 87 per cent. higher than it was in 1997? Having used that route to raise those households out of poverty, can we please now look at non-child households, and consider using the same strategy with regard to their tax threshold?

I completely disagree with the hon. Gentleman. He knows that my right hon. Friend the Chancellor will consider all these matters for the pre-Budget report. He should have a look at the transformation that low-income families have seen in their incomes and their share of the nation’s wealth since 1997. It was a completely different experience when his party was in government.

The Chancellor left 1 million people uncompensated even after he tried to clean up the mess following the abolition of the 10p tax band. Can the Minister confirm that the people in many of those households, who drive older, often larger cars and have children, will be precisely those hardest hit when his changes to vehicle excise duty are forced through? Why is it that every time the Chancellor fiddles with tax rates the working poor are the hardest hit?

Some 1.1 million households will end up paying more tax this year simply because the Prime Minister, to use the words of the Treasury Committee report, wanted to pull a rabbit out of a hat in his last Budget. Under this Chancellor and the last one, is not the lesson of the 10p rate fiasco, the climbdown on capital gains tax reforms or the botched changes to non-dom rules that short-term political hits and fixes take priority for this Government over making the right decisions for the country’s future?

As a result of our reforms to the tax and benefit system since 1997, households are better off, on average, by £1,250 a year, and the poorest fifth of households are better off, on average, by £2,575 a year. Those figures may not feature in the headlines today, but they are important and make all the difference to families on low incomes.

The Department does not publish material specifically for families though it does produce a small selection of public health literature aimed at audiences within family groups. Of these, 35 titles are published across a range of 27 languages with many more available on the Department's internet sites.The Department's Communications Directorate is reviewing how to better meet the needs of Black and Minority Ethnic groups (BME) in departmental publications.

Jane Kennedy: The statutory provisions of the Industrial Injuries scheme provide benefits to employed earners only where an illness
or injury is due to their occupation. There are no plans to extend the scope of the Industrial Injuries scheme to the family members
of those diagnosed with asbestosis or to people who have been exposed to asbestos outside of their work.

David Taylor: To ask the Secretary of State for Work and Pensions what plans there are to review the success of work focused
interviews for partners of incapacity benefit recipients in finding them employment. [170195]
Jane Kennedy: Work Focused Interviews for Partners (WFIP) were implemented on 12 April 2004. They will be fully evaluated
along with the enhanced New Deal for Partners (NDP). WFIP and NDP are separate but complementary policy initiatives aimed at broadly
the same client group (partners of those receiving jobseeker's allowance, incapacity benefit, income support, severe disablement
allowance or carer's allowance). The evaluation will look at the effect of WFIP and NDP on individuals and households.
It will provide us with information to improve the delivery of these initiatives, where necessary, and also to inform future policy
decisions--including partners of incapacity benefit recipients.
The first phase of the evaluation findings is expected to be published in summer 2005.

Jane Kennedy: Work Focused Interviews for Partners (WFIP) were introduced in Jobcentre Plus areas on 12 April 2004. It is too
soon to provide information about job placings.
The Work Focused Interview provides an important platform for us to talk to partners about opportunities to work and about sources
of help and advice. We expect most job outcomes will be achieved as a result of participation in New Deal for Partners, following
the Work Focused Interview.

Mr. McNamara: To ask the Secretary of State for Northern Ireland what rank of officer was responsible for liaison with the family of

costs incurred in taking off time from work and arranging travel to Northern Ireland; and if he will ensure that arrangements are

Jane Kennedy: Detective Sergeant Doherty was the deputy senior investigation officer in this case and also acted in the role of
family liaison officer updating the family on a regular basis. On 12 September 2003 the police were contacted by the Northern Echo
newspaper and asked to respond to what appeared to be a complaint that police had failed to fully investigate her son's death. It
was decided to postpone the meeting until it was clear what the precise nature of the allegations were. The meeting with Private
Anthony Green's mother was postponed on 22 September, through her solicitors who undertook to inform their client.
I am advised by the Chief Constable of the PSNI that no request for a further meeting has been received, and that the police are
available to discuss any outstanding matters of concern with the family. I understand that they have been in touch with Mrs. Green's
solicitors in October with a view to arranging a meeting. The matter of compensation has not previously been raised by Mrs. Green or
her solicitors but will certainly be considered by the PSNI if she supplies details along with properly receipted documentation for
any financial loss incurred.

Trust to assist the families of those who have served with the Northern Ireland Prison Service. [45968]
Jane Kennedy: I recognise the contribution that those in the Northern Ireland Prison Service have made during difficult times and I
welcome the establishment of a Prison Service Trust.
I believe that the groups which have the greatest needs are dependent family members of murdered officers and officers who have died
in service and officers who have retired due to ill health.
I have agreed to provide funding of £600,000 over a three-year period to assist in the work of the trust. Additionally I am
providing the trust with accommodation, services and office equipment.

Mr. Donaldson: To ask the Secretary of State for Northern Ireland if he will provide details of the new Police Fund in Northern

Jane Kennedy: The new Northern Ireland Police Fund, based on the recommendations in the Patten report, and the subsequent report
carried out by Mr. John Steele, will provide assistance to police officers (who have been murdered or injured as a direct result of
terrorism in Northern Ireland), their families and dependants. Indeed, lump sum payments of over £4 million have already been paid
to a group of RUC widows widowed before 25 November 1982. Detailed work on the legal status of the fund, as well as on its funding,
is continuing and the Government hope to announce the names of trustees shortly.
