Last summer, I asked universities to provide an additional 10,000 places on courses that contribute most to our high-level skills needs, including STEM subjects. All of these places have been filled. Higher Ambitions, the Government’s higher education framework, will deliver further skills needed for new industry and new jobs, notably in STEM subjects.

My Lords, universities are aware of the Government's requirement for that rebalancing, and for them to grow their intake at a pace and on a scale for which the resources exist to support it. We have always made that clear. However, tighter budgets right across the public sector, including in higher education, can be a spur to further diversifying British universities' funding. That can also focus minds on teaching and research excellence, and on new ways of delivering higher education. Those trends are already part of the picture in higher education; both trends need to become more so in the coming years.

My Lords, the recent HEFCE grant letter showed a reduction in unit funding for teaching of around £200 per student, with a figure of £3,950 for 2010-11. Would the Secretary of State indicate whether that is a one-off measure linked to the current economic climate and the need to rebalance the books, following the overspend in student support, or is that rebalancing likely to continue next year? Also, is the cut across the board and will it therefore impact on those students studying STEM subjects and other subjects?

My Lords, the Government are investing in encouraging more young people to take up and study science. We are working with schools to promote interest in, and the study of, STEM subjects; and we are opening up opportunities in universities and beyond. I am glad to say that the uptake of STEM subjects at GCSE and A-level has been rising steadily since 2005. The Government announced a £140 million strategy in January 2008 to secure the next generation of scientists and mathematicians, and provide more and better STEM teachers. This is exactly the sort of investment that we must sustain, and exactly the sort of investment that would be in peril should those in the party opposite have the opportunity to make the swingeing cuts that they are already alluding to.

Will he reassure the House that the Government will continue to work to encourage young people, and more women, to take science, technology, engineering and mathematics courses at colleges and universities? We know that such courses open the door to STEM-related careers. Will he further tell the House what he is doing to strengthen the ties between research and business?

My Lords, this is pure hyperbole. In reality, the savings that we have set out amount to a reduction of under 5 per cent over the next three years. The Government have made it clear that higher education needs to shoulder its fair share of the burden of reductions in public spending-but not more than its fair share. I will make sure that that remains the case.

My Lords, is the Minister aware that the number of applications by young people to go to universities this year is already 12 per cent higher than last year? Few of those extra people will go to universities. Every vice-chancellor now agrees that there will be a fall in numbers as a result of his cuts. Sarkozy increases higher education expenditure, Mandelson cuts it. How does he reconcile that with the theme of the election, which is investment in the future, and hope and aspiration for the young?

Mr. Mandelson: I am today announcing a new group of Ministers who will have responsibility for supporting me in delivering my
responsibility for science, engineering and technology across Government. I am looking to the new group to build on the work of the

Mr. Mandelson: The development and commercial exploitation of scientific research is fundamental to a prosperous knowledge-driven
economy.
Important steps have already been taken such as: £1.4 billion additional funding for science; the launch earlier this year of
University challenge to help universities turn good research into good business; measures to promote collaborative partnerships such
as LINK; the creation, of a £25 million Science Enterprise Challenge announced in my right hon. Friend's the Chancellors Pre-Budget
Statement.
My forthcoming Competitiveness White Paper will address this important issue and build on these measures.

Mr. Mandelson: The effective use of science, engineering and technology is one of my key priorities. The Government have already
allocated an additional £1.4 billion over the next three years, including £0.4 billion from the Wellcome Trust, to restore the
excellence of the Science and Engineering Base. And the forthcoming Competitiveness White Paper will demonstrate that science is
fundamental to helping UK companies address the challenges of the knowledge-driven economy.
Within Government we will seek to ensure that policy and regulation are always based on the best available scientific evidence. Lord
Sainsbury and I will be working with Ministers in other Government Departments both to make sure the Chief Scientific Advisor's
Guidelines on the use of scientific advice in policy making are fully and rigorously implemented and to improve public confidence in
the Government's use of scientific advice.

Mr. Mandelson: The strength of Britain's science base is absolutely fundamental to the success of the UK economy. I plan to publish
soon a Competitiveness White Paper which will demonstrate how the use and application of science is helping companies meet the
challenges of the knowledge driven economy.
The UK's future success depends crucially on a partnership between the science base and the commercial sector. Most importantly, it
depends on the well-trained, skilled people produced by and working in our scientific centres.

Mr. Pollard: To ask the Secretary of State for Trade and Industry if he will announce the allocation of the Science Budget; and if
he will make a statement. [56842]
Mr. Mandelson: As a result of the Comprehensive Spending Review, the Science Budget was increased by £700 million over the next
three years. This is solid evidence that science is a major priority for the Government. Of these additional funds, £300 million is
the Science Budget contribution to a ground breaking £600 million partnership with the Wellcome Trust to upgrade university research
laboratories and equipment. I am most grateful to the Trustees of the Trust for their contribution, and also their further
contribution of £110 million towards the cost of a new high intensity X-ray source. Over the period of these allocations, £35
million of the Science Budget has been reserved for this DIAMOND project. A further £20 million of the additional money for the
Science Budget is earmarked for the Science Budget's contribution to "University Challenge", a joint project to provide seed corn
funding to enable universities to exploit ideas emerging from their research.
After receiving advice from action from the Director General of Research Councils, I have decided that the Science Budget should be
allocated as follows:

Mr. Plaskitt: To ask the Secretary of State for Trade and Industry if he will make a statement on the outcome of the EU Research
Council on 13 October. [55993]
Mr. Mandelson: Lord Sainsbury, Parliamentary Under-Secretary of State and Minister for Science, represented the UK at the meeting of
the EU Research Council on 13 October. The Council made further useful progress in the legislative process for the Fifth Framework
Programme for Research and Technological Development (FP5), maintaining momentum in the tight timetable for introducing FP5 at the
beginning of 1999. Though formal agreement was not possible at this stage, informal agreement was reached on the scientific and
technological content of three of the specific programmes which set out FP5's research priorities in detail. The Council also agreed
Decisions on the mandate for negotiating terms of association with FP5 with the countries seeking accession to the EU, on the
conclusion of an agreement for scientific and technological co-operation between the European Community and the United States, and
on amendments to the statutes of the Joint European Torus Joint Undertaking (JET), through which the EU pursues nuclear fusion
research.

Dr. Iddon: To ask the Secretary of State for Trade and Industry if he will make a statement on the implementation of the Office of
Science and Technology's guidelines on the use of Scientific Advice in Policy Making by Government Departments. [55236]
Mr. Mandelson: The Government place great importance on the implementation of the guidelines as a way of ensuring the highest
standards of integrity and openness in their use of scientific advice. The Government's Chief Scientific Adviser, Sir Robert May,
has recently compiled a report in conjunction with departmental Chief Scientists on how the guidelines are being implemented by
Departments. The main conclusions from this work are set out in a report, a copy of which has been today placed in the Library of
the House.
The guidelines were prepared only a year ago but it is encouraging to see that there is already a high level of compliance across
Departments. The report contains a number of examples of good practice, but it is also clear that there is a good deal of scope for
further action. There is a considerable amount which Departments can learn from each other and we look forward to further progress
in the next twelve months.

Mrs. Brinton: To ask the Minister without Portfolio in what ways the Millennium Dome will demonstrate environmentally friendly
British technology. [41930]
Mr. Mandelson: The exhibit in the Dome currently entitled "Living Island" will explore ways in which individuals can protect and
enhance their environment. The New Millennium Experience Company (NMEC) is in regular touch with DTI and DETR on science and
technology and environmental matters, and is consulting and seeking advice from a number of environmental groups about the content
and nature of this zone. The NMEC aims to include a range of features on the Dome site which demonstrate applications of
environmental technology. The Millennium Experience will also feature a number of environmental state of the art products and
services from the Millennium products award scheme.
