Norman Baker: To ask the Secretary of State for Environment, Food and Rural Affairs pursuant to her statement on 8 February 2005, Official Report, column 1368, on climate change and the environment, which 20 countries will attend the round table discussion for Ministers; what the (a) date and (b) location of the meeting will be; what the agenda is for the meeting; what aspects of the impact of climate change upon development will be discussed; which environmental non-governmental organisations (i) have been invited and (ii) will be attending; and what the desired outcomes of the meeting are. [218929] Mr. Morley: The Energy and Environment Ministerial Roundtable will take place at the Brewery, London, on 15-16 March 2005. The invited countries are: Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Iran, Italy, Japan, Mexico, Nigeria, Poland, Russia, South Africa, South Korea, Spain, the United States and the European Commission. At this point, most countries have confirmed attendance by at least one minister and in some cases two. In addition to participation by ministers, selected senior figures from international and non-governmental organisations concerned with energy and environmental issues have been invited. The roundtable will consider the challenges and opportunities for investment in sustainable and secure energy systems in a lower carbon world. The sessions will cover national and international policy drivers, national experience of and priorities for the development and diffusion of technology and how to accelerate these and the deployment lower carbon energy systems. The roundtable will focus on the key issues that were identified by national experts during the preparatory meeting, including sustainable energy and its development context. This new and innovative forum will enable us to share valuable experience and look at new ways of working together in the development and deployment of sustainable energy systems.

Mr. Meacher: To ask the Secretary of State for Environment, Food and Rural Affairs if she will list the installations within England and Wales where materials contaminated with radioactivity may be incinerated; and what quantities of (a) materials and (b) radioactivity are involved. [215187] Mr. Morley: The premises in England and Wales which are authorised under the Radioactive Substances Act 1993 to dispose of radioactive wastes by incineration are listed. Each authorisation includes limits on the quantity of radioactivity that can be incinerated, as this determines the public radiological impact. Copies of the authorisations are placed on the Environment Agency's public registers and are sent to local authorities so that they may be made available for public access. The authorisations generally do not specify the associated quantities of material (in terms of the volume or weight of the waste), and records of those quantities are not collated centrally. Details of releases of radioactivity from authorised premises in England and Wales, including sites where radioactive waste may be incinerated, are published in the Pollution Inventory section of the Environment Agency's website, www.environment-agency.gov.uk. [187738] Mr. Morley: I have been asked to reply. An inventory of the radioactive waste currently held, and forecast to be held in the future, in the UK is compiled periodically (normally every three years) by my department and United Kingdom Nirex Limited (Nirex). This inventory statement, known as the UK Radioactive Waste Inventory, is a published document and it gives details of the waste in terms of volume, physical characteristics and chemical composition. It also provides information on the amounts of waste which are currently held in conditioned and unconditioned form, who is responsible for its management, and where it is stored. There are over 30 sites at which waste is stored in the UK, the major site being Sellafield. Details of where waste originated from is not contained in the Inventory, and could only be obtained at disproportionate cost. In general the waste currently held on sites is that which has arisen at the site, but there have been movements between sites over the years. The last fully compiled Inventory, published in October 2002, is for a stock date (i.e data collection date) of 1 April 2001. Work to compile the next Inventory for a stock date of 1 April 2004 is currently ongoing, and the results will be published in 2005. Norman Baker: To ask the Secretary of State for Environment, Food and Rural Affairs (1) if she will list the locations of (a) land deemed by the relevant local authority to be in a condition causing or likely to cause (i) significant harm and (ii) pollution of controlled waters as defined by 78A(2) of the Environmental Protection Act 1990 and (b) other contaminated land; what the size of each site is; what the nature of the contamination is in each case; and what steps (A) have been taken and (B) are planned to remedy any such contamination; [165806] (2) if she will estimate the (a) number and (b) total area of sites where land is designated as contaminated land; [165807] (3) if she will make a statement on steps (a) which have been taken and (b) are being taken to tackle the problem of contaminated land. [165808] Mr. Morley: To help address the legacy of land contamination, the Government brought into force part IIA ("contaminated land") of the Environmental Protection Act 1990. This placed local authorities under a statutory duty to inspect their areas to identify contaminated land as defined in the Act, and to secure its remediation, in accordance with the detailed provisions of the regime. They are required to take a strategic and prioritised approach to the duty of inspection. For certain sites, known as special sites, enforcement is by the Environment Agency. The regime came into effect in April 2000 in England and is described in DETR Circular 02/2000, "Contaminated Land". In broad terms, the regime addresses unacceptable risk arising from land contamination in situations where other statutory regimes cannot be applied. The Department and the Environment Agency publish technical and other material to assist local authorities. Defra provides capital and revenue support to both LAs and the agency in connection with part IIA duties. The Office of the Deputy Prime Minister has proposed updated guidance in connection with both planning and building control regimes, since these play a major part in addressing the legacy of land contamination. Urban regeneration initiatives, led by that Department, also help address land contamination, and tax incentives have been introduced. Progress is being made. The agency prepares periodic statutory reports on the state of contaminated land, the first of which was published in September 2002 and laid in the Library. As at 31 March 2004, some 66 part IIA determinations had been recorded in England, as detailed in the following table. Some cases involve a number of determinations, and some involved both pollution of controlled waters and significant harm. The precise areas of individual sites, and planned measures, are not collected centrally, but size ranges are shown, together with the nature of the problem in each case. Under part IIA, remediation can be secured through voluntary action, in which case a remediation statement is produced, or through enforcement action, in which case a remediation notice is served on the appropriate persons. Details are placed on a public register kept by the authority. Research is under way to improve our knowledge of the progress being made outside the part IIA regime. _________________________________________________________________________________________________. Dr. Jack Cunningham: To ask the Secretary of State for Environment, Food and Rural Affairs (1) what discussions she has had with (a) the Scottish Executive, (b) the Scottish Environmental Protection Agency and (c) the United Kingdom Atomic Energy Authority about proposals by the latter to transfer low level radioactive waste from Dounreay to Drigg; why the application for a licence was not advertised in England; and if she will make a statement; [160504] (2) whether she has agreed to proposals by the United Kingdom Atomic Energy Authority to transfer radioactive waste from Dounreay to Drigg in Cumbria. [160505] Mr. Morley: [holding answer 15 March 2004]: The Secretary of State has not had discussions with the Scottish Executive, the Scottish Environment Protection Agency (SEPA) or the United Kingdom Atomic Energy Authority (UKAEA) about these proposals. The low-level radioactive waste (LLW) disposal site at Drigg in Cumbria is owned by BNFL and is operated by the company on a commercial basis as a United Kingdom facility. BNFL hold an authorisation from the Environment Agency to dispose of LLW at Drigg. I understand that the proposed transfer of waste from Dounreay to Drigg could be accommodated within BNFL's existing authorisation for the site. I also understand that the consultation arrangements adopted in this case were consistent with those for other such transfers to Drigg from sites throughout the United Kingdom. It was not, therefore, considered necessary by the regulators to advertise this application in England. I understand from the Environment Agency that they intend to carry out a comprehensive review of BNFL's authorisation for Drigg later this year. As part of this review, full public consultations will be undertaken. The application by UKAEA to transfer LLW to Drigg has been made to SEPA, whose responsibility it is to determine the application under the provisions of the Radioactive Substances Act 1993, subject to the powers of Scottish Ministers. Given that Drigg is operated as a United Kingdom facility and that its existing authorisation is sufficient to cover the proposed transfer, it is not necessary for the Secretary of State to be involved in determining UKAEA's current application.

Mr. Simon Thomas: To ask the Secretary of State for Environment, Food and Rural Affairs (1) what progress has been made towards reducing levels of radioactive discharges and of additional contamination in the marine environment by 2020; and if she will make a statement; [123744] (2) what the level was of radioactivity discharged into the marine environment by type and location in each year since 1998; [123745] (3) what progress the Government have made towards achieving reductions of discharges, emissions and losses of radioactive substances as agreed during the 1998 meeting of environment Ministers at Sintra; [123746] (4) what the level of radioactive discharges from Sellafield has been in each of the last five years by type; and what the projected level is for the next five years. [123748] Mr. Morley: [holding answer 7 July 2003]: There have been large and sustained reductions in discharges of the most radiologically significant radionuclides in the last 25 years, particularly those resulting from reprocessing nuclear fuel, such that current discharges from that sector are currently just 1 per cent. of their peak levels in the 1970s. The Government are committed to achieving further reductions in discharges by 2020 in order to implement the OSPAR Strategy with regard to Radioactive Substances, which was agreed by Ministers at Sintra in 1998. A UK Strategy for Radioactive Discharges, 2001-20, was published in July 2002, which sets out how we shall achieve these further reductions and includes broad projections for future discharges from each sector of the nuclear industry. Key milestones are the cessation of Magnox fuel and uranium hexafluoride production at Springfields by 2006 and the end of Magnox fuel reprocessing at Sellafield by around 2012. The document is in the Library and is available on the Defra website at: www.defra.gov.uk/environment/ radioactivity/discharge/strategy/index.htm. Detailed information on radioactive discharges and environmental concentrations, by type of radionuclide and location, can be found in the annual publication, Radioactivity in Food and the Environment (RIFE), produced jointly by the Food Standards Agency and the Scottish Environment Protection Agency. Copies are in the Library and the 2002 edition (containing data for 2001) is on the Food Standards Agency's website at: www.foodstandards.gov.uk/science/suveillance/radio/ 89684. The RIFE report for 2002 is due to be published shortly.
