Tim Loughton: To ask the Secretary of State for Environment, Food and Rural Affairs what arrangements there are with (a) Customs and Excise and (b) the Food Standards Agency (i) to prevent and (ii) to detect illegally imported meat entering the UK. [102159] Mr. Morley: Currently the Port Health Authorities, Local Authorities and the State Veterinary Service lead on enforcement of controls for detecting smuggled meat. They are supported in this by Customs, who deployed extra resources in this role in 2002. Defra has been funding additional enforcement activity this financial year through temporary Local Authority staff and overtime. Following the Cabinet Office review of enforcement structures, responsibility for all anti-smuggling activity is to be transferred to HM Customs as soon as practicable, and we are working on a Service Level Agreement. Defra has been leading on implementing the Government's action plan, including a risk assessment, detector dog pilot and design of publicity material. Customs have been providing support. A comprehensive centralised database of seizures has been set up to share information and inform decisions on the targeting of resources. The Food Standards Agency is an independent agency accountable to an independent board, with responsibility for food safety matters. It co-ordinates the activities of Local Authorities, including Port Health Authorities, on food safety matters and has lead policy responsibility for controls at the border on products of non-animal origin and fish. The Agency is concerned with checks to verify compliance with food safety standards, and has produced a 10-point plan in relation to imported food, including illegal food imports. The Agency is also working closely with Defra on the action plan.

Miss McIntosh: To ask the Secretary of State for Environment, Food and Rural Affairs pursuant to the answer of 6 February 2003, Official Report, column 380W, what additional resources the Government are making available at ports to prevent the importation of substandard meat and bushmeat into the UK. [98372] Mr. Morley: The Government have made available a total of £25 million over the next three financial years to tackle illegal imports from outside the European Union of any meat, other animal products and plant products. Following the Cabinet Office review of enforcement structures, final decisions on the allocation of this money will be made once consultations with HM Customs and Excise and the FSA have concluded. Action against illegal imports is not limited to substandard meat and bushmeat, nor will it be limited to ports and airports. It is in addition to the requirement to pre-notify all commercial imports of meat and products of animal origin and present them to a Border Inspection Post for veterinary checks. In the current financial year, additional measures have been introduced at ports and airports to tackle illegal imports . Additional temporary agency staff have been recruited to carry out checks to detect smuggled goods--teams of six are based at our major airports and teams of two at major seaports. We are also paying for additional checks through overtime elsewhere. Additional inspection resources have also been provided through the detector dog pilot, and a publicity campaign which has targeted both ports and airports and travellers before they leave.

Bushmeat is defined as the meat of any wild animal hunted for food. It is not necessarily from endangered species. There is little evidence that meat from endangered species for human consumption is entering the country on a large scale. Indeed, bushmeat forms a very small proportion of illegal imports seized--around 2.5 per cent. Chicken or pork make up the vast majority of reported meat seizures.

Tony Cunningham: To ask the Secretary of State for Environment, Food and Rural Affairs what action she is taking to prevent the illegal entry of meat into the UK. [92880] Mr. Morley :[holding answer 23 January 2003]: Significant progress has been made to implement the Government's action plan, published in March 2002. The action plan will be revised shortly in consultation with stakeholders to include a longer-term enforcement strategy, further development of detection initiatives, and enhanced and coordinated publicity materials A Cabinet Office review of enforcement structures concluded that all activity against smuggling of meat, animal products, fish and plant matter will move to Her Majesty's Customs and Excise, to objectives agreed with Defra. A new ministerial group will oversee improved co-ordination between the main control agencies. The results of the disease risk assessment commissioned by Defra from the Veterinary Laboratory Agency, are being subjected to processes of quality assurance and peer review. The full report will be published in the next few weeks when these are complete. Extra funding this financial year has been used primarily for additional enforcement officers to perform checks on imports at a number of ports and airports. Legislation was amended in May 2002 to provide enforcement officers with additional search powers, and written guidance was provided to them on the use of these powers, especially with regard to checks for illegal meat imports in passenger baggage. Enforcement officers have improved access to intelligence to aid them in deploying anti-smuggling measures since a central computer database was established in April 2001. Notably they receive monthly reports of products seized and notified to Defra. We are carrying out a six-month pilot using detector dogs to find illegal animal products in passenger baggage and freight. The pilot is proving valuable in determining the attributes and level of training required for both dogs and their handlers and the back up services we need to support the dog teams. X-ray equipment is being used, on a trial basis, at a seaport to detect illicit material hidden in commercial freight. Defra is working with the Foreign Office and Customs on a pilot to test x-ray technology on air passenger baggage. Public awareness is being increased through penalty posters and information leaflets at airports and seaports, Public information videos have been produced and are being broadcast on television. Negotiations are ongoing with airlines to show them in-flight. The posters have been updated, and new literature is being produced, to highlight the new tighter personal import rules which came into effect on 1 January 2003 as a result of UK pressure on the European Commission.
