Mr. Luff: To ask the Deputy Prime Minister for what reason the data used to calculate area cost adjustment excludes overtime pay data; and if he will make it his policy to include such data in future calculations. [151130] Mr. Raynsford: The area cost adjustment (ACA) is the element of the funding formula which takes account of the different costs of labour and non domestic rates between areas. The labour cost element of the ACA is calculated using hourly wage data excluding overtime from the New Earnings Survey (NES). The NES is a snapshot of the wages people earn in a given week in April each year. In calculating the ACA the Office of the Deputy Prime Minister need to be able to compare wage costs in different areas on a consistent basis. This is why the Office of the Deputy Prime Minister looks at hourly rather than weekly wages, and why the wage data used is only taken from those on adult pay rates, whose weekly wage has not been affected by absence and excludes overtime. The availability of overtime to individual workers is erratic. Because the NES is a snapshot, it is impossible to tell whether an individual is working overtime as a routine part of their job, or because a colleague is sick and the firm needs cover. And overtime payments often depend on the time and day overtime is worked. All of which diminishes our ability to compare labour costs between areas on a like for like basis. The Office of the Deputy Prime Minister announced in the 2001 White Paper "Strong Local Leadership-- Quality Public Services" (CM5237) that the funding formulae will be frozen for at least 2004-05 and 2005-06. The Office of the Deputy Prime Minister does not intend to change the way that the ACA is calculated during this period.

Mr. Clifton-Brown: To ask the Deputy Prime Minister what the percentage increase was in (a) rate support and (b) NNDR to local authorities in 2003; what percentage of such increases will be taken up by (i) increases in national insurance, (ii) increased pension contributions, (iii) under funded public sector pay settlements and (iv) other duties and powers imposed but not funded by Government. [114545] Mr. Raynsford: Under the Local Government Finance Settlement for 2003-04, Revenue Support Grant (RSG) increased by 15.3 per cent. and the National Non Domestic Rates (NNDR) Distributable Amount decreased by 6.2 per cent. NNDR and RSG (along with Principal Formula Police Grant) are part of general grant which increased by 5.9 per cent. or £2.249 billion overall on a like for like basis. The Office of the Deputy Prime Minister estimate the change in national insurance contributions will increase local authorities' pay costs on average by some £250 million. It is estimated that the 0.4 per cent. increase in employers contributions to the Teacher's Pension Scheme which local authorities have had to fund from within the 5.9 per cent. increase in general grant will add some £54 million to local authorities' revenue expenditure. These pressures add 0.73 per cent. to the 2002-03 adjusted baseline of £41.445 billion. If both are excluded, the increase in general grant would be 5.17 per cent. or £2.145 billion. The Spending Review 2000 took into account the results of the 1998 Local Government Pension Scheme valuation exercise and the forthcoming 2004 valuation exercise will inform SR2004. Pay settlements for local government staff are a matter for local authorities and the pay review bodies. It is expected that awards which take into account the overall increase in funding available to councils while reflecting the need to recruit and retain staff. The Government funds all new burdens placed on local authorities under the principle of New Burdens which requires Government to reimburse local authorities for any additional costs they face as a result of the imposition of new powers or duties. For example, the Spending Review made clear for the first time the burdens funded in the environmental, protective and cultural services and provided £82 million in year one for burdens such as the changes affecting the disposal of fridges. Following the Spending Review, we transferred funds into the settlement for burdens which could not be agreed at the time, such as an additional £50 million a year over the next three years for the implications for age-equalisation on the mandatory concessionary fares scheme.

No account of concessionary fares funding for London boroughs has been taken with regard to these figures. Decisions on the level of GLA transport grant are taken by Ministers during comprehensive spending reviews, based on an assessment of London's need and competing national priorities. Grant is determined annually, following consultation with the Mayor of London.

Dr. Palmer: To ask the Secretary of State for the Environment, Transport and the Regions if he will make a statement about the forthcoming Finance Management and Policy Review of the Housing Corporation. [102973] Mr. Raynsford: As part of the Government's programme of regular five-yearly finance, management and policy reviews of non-departmental public bodies my Department will conduct a thorough review of the Housing Corporation beginning today. The first stage of the review will take the form of a "prior options" study. This will assess the extent to which the Housing Corporation's functions are necessary for the achievement of the Government's policies, and whether there is scope for contracting out or transferring all or part of its functions to another body. The progress made by the Housing Corporation since the previous review in 1995 will be examined and the results of that examination and of the prior options study will inform a detailed review of the Housing Corporation's policy and financial management systems. The review will look particularly at the effectiveness of the Corporation's regulatory framework for registered social landlords, its arrangements for making informed decisions on investment in social housing and ways of stimulating improved performance in the registered social landlord sector. To minimise the uncertainty the prior options study will cause, I expect that study will be completed in April 2000 and the conclusions published shortly afterwards. The time required for the more detailed review cannot be foreseen, but I would expect it to be complete by autumn 2000 followed by publication of the conclusions. An advisory group including members from bodies with an interest in the Housing Corporation's work has been set up and the Department will be seeking the views of a wide range of bodies which deal with the Housing Corporation.
