Home Office and UK Border Agency officials across various teams spend part of their time working on the impacts of migration, including on public services. UKBA policies look to balance economic need with the impacts of migration on communities, and public services in particular. We have established the Migration Advisory Committee to look at the economic aspects, and the Migration Impacts Forum to look at the social aspects of this. Communities and Local Government lead on the impacts of migration across Government.

[holding answer 25 March 2008]: The Preparatory Action 'Migration Management—solidarity in Action 2007' is an European Community funding stream whose awards were not granted until November 2007 onwards. The duration of projects funded under the programme can be up to 18 months. As no projects have been completed it is not yet possible to make a statement on the assessment of the outcomes.

Home Office Ministers have had discussions on migration in a variety of fora following the G6 Conclusions on a European Pact on Managing Migration in October 2007.We will continue to hold discussions with G6 and other member states as part of our joint work to strengthen borders, reduce asylum shopping and combat illegal migration.

The voting procedure in the Council of Ministers for EU policy on legal migration will be Qualified Majority Voting.The UK position remains unchanged. We will opt into EU asylum and immigration measures where it is in the national interest to do so and consistent with our policy of retaining frontier controls.

There is no qualifying distance for a child to be considered for a temporary school place. Where the parent or carer of the child wishes the child to attend a school closer to the refuge on a temporary or permanent basis, they have the same rights as any other parent to apply for a school place. They should initially contact the local authority for the area in which the refuge is situated, because many have protocols which ensure that vulnerable children are admitted quickly into a suitable school. Local authorities are under a duty to ensure that all children of compulsory school age living in their area have a school place.

A local authority has a duty to provide a school place for any child of compulsory school age residing within its area whose parent requests one. This is the case whether or not the child resides permanently in the area.Local authorities are expected to have a protocol in place to ensure that pupils who might have difficulties finding suitable school places are found places quickly.

There is no statutory duty on local authorities to provide post-16 education via secondary schools. Where they do, it is not necessary for pupils already in the school to apply formally for places in year 12 or year 13, though they may be required to meet specified minimum entry requirements.Legislation gives parents the right to apply for a place for their child at any school providing post-16 education and if refused, they are entitled to appeal.The Learning and Skills Council is responsible for planning and funding post-16 provision in England and has a responsibility under the Learning and Skills Act 2000 to ensure that all young people aged 16 to 18 have access to education or training through a school sixth form, or further education college or an Apprenticeship.

The hon. Gentleman rightly makes the case that the challenge with respect to pupil mobility rests on the individual schools in which a large proportion of pupils are mobile. That is why it is absolutely right that local authority funding formulae can and should take account of differential funding for schools with high mobility. Given the wide spread of mobility across a range of local authorities, the effect of distributing between authorities on the basis of mobility would have been to flatten and reduce the extra contributions to those authorities with additional educational needs on the basis of deprivation, not to benefit authorities such as the hon. Gentleman's. That is why the decision was taken.

The Minister will know that, in boroughs such as mine, in most of inner London and in much of the rest of the country, people will be extremely unhappy with that answer. Given that some schools have a 60 per cent. turnover in classes in the same year and, in many, a third of the pupils change between the first and second sets of tests, will she look again at what the Prime Minister's strategy unit said only two years ago and at what the Association of London Government report said in June this year, both of which make it clear that a fair funding formula to reflect rapidly changing pupils in classrooms is necessary for equal educational opportunity?

In developing our proposals for the new dedicated schools grant, we considered with our partners whether there should be a mobility factor in the distribution of funding for local authorities and decided against it. Of course local authorities can already take account of pupil mobility in their local funding formulae. We will announce in the near future our final decisions on the distribution of the new dedicated schools grants for 2006–07 and 2007–08.

The Department commissioned the Pupil Mobility in Schools project to produce a report on the nature and causes of pupil mobility in schools and the implications of high mobility for national strategies to raise achievement. This project identified strong associations between pupil mobility and social deprivation, family break up and moves into and out of temporary accommodation. We have been considering with our education partners, including representatives of head teachers and local authorities, whether there should be a mobility factor in the national school funding distribution formula, because of schools in some areas facing higher levels of pupil turnover than in others. We expect to announce our decisions on this issue soon. Local authorities are already allowed to take account of mobility in their funding formulae for schools.This work has not included consideration of the costs to schools of high levels of pupil mobility or the impact of pupil mobility on other children in affected schools. We have not commissioned any research looking specifically at the impact of pupil mobility on others, but we did commission a research study ““Pupil Mobility in Schools—Dobson et al 1999—DfEE research report number 168”” which investigated the general issue of pupil mobility.In the current primary school achievement and attainment tables, a mobility indicator is provided alongside each school's value added measure. This provides context for the value added measure by showing the extent to which pupils eligible for the key stage 2 tests were not in the school for the whole of their key stage 2 education.In the secondary tables, a pilot of ““contextual value added”” is taking place in 2005. This will directly take account of a range of contextual factors which are outside the school's control and which are correlated with outcomes even after taking account of prior attainment. Mobility will be one of the factors included, since pupils who move between schools outside of normal transitions make lower progress than non-mobile pupils. A similar pilot is planned for primary schools in 2006.The Department does not collect information from individual schools that is specifically about pupil mobility. However pupils' dates of entry to schools are collected as part of the Pupil Level Annual Schools census. Based upon these dates of entry various mobility rates can be calculated depending upon the definition used.The Department published a school level mobility indicator as part of the 2004 Primary School (Key Stage 2) Achievement and Attainment Tables.This indicator shows the percentage of pupils who were registered at the school for their entire key stage 2 education. However, this indicator has not been defined or calculated at LEA level.

Dr. Fox: To ask the Secretary of State for Health how much money has been disbursed under the aegis of the Support Fund for the
Welfare of Child Migrants; how many benefited from the fund; and what assistance is now given to child migrants. [84030]
Jacqui Smith: The Government made available £1 million over three years, ending in 2002, for a support fund for travel and
subsistence for former child migrants who wished to make first-time visits to the United Kingdom to be reunited with close family.
By the end of October this year the Fund had helped 430 former child migrants. A further five may still be supported by it,
depending on the state of their health.
This Government continues to fund the work of the child migrants trust, which helps former child migrants trace their families and
provides support for family reunions.
