The two offshore wind farms off the north east coast for which consents have been sought are the Blyth development, which was built in 2000 and comprises two turbines, and the proposed Teesside project that would comprise a maximum of 30 turbines and which is the subject of an undetermined consent application.Blyth was consented under the Food and Environment Protection Act and the Coast Protection Act and the Department for Trade and Industry was not, therefore, involved in the decision-making process. Consent applications for the proposed Teesside development are being considered under the Electricity Act, the Food and Environment Protection Act and the Coast Protection Act. Objections to that proposal have been received by my Department, on behalf of the DTI and Defra, from a number of organisations and individuals. The objections will be considered by the Secretary of State in taking his decision on whether to grant consent for the project.

The Department has begun to explore options with the Crown Estate, for the siting of further large-scale offshore renewables development. Any consideration of further programmes of commercial-scale offshore wind farms will be based on a strategic environmental assessment (SEA). It may also be necessary to undertake Appropriate Assessments, depending on the locations identified for a further programme. These assessment processes would include consultation with the renewables sector and other parties with interests in or responsibilities for the marine environment.In the absence of any regional assessments of the suitability of siting offshore wind farms off the north east coast, DTI officials and their partners in DEFRA have been considering the suitability of two demonstration wind farm projects—Blyth (installed) and Teesside (consent application under consideration)—in that area on a case by case basis and taking account of relevant issues.

Data on the generation of electricity are not available on a region by region basis. Data on the sales of electricity in each Government office region have been produced on an experimental basis for 2003 and 2004 based on electricity metering points. The data therefore exclude consumption of electricity by businesses that generate their own electricity. In 2003 sales of electricity to consumers in the North East region were 12,222 GWh and in 2004, 12,708 GWh, although quality improvements to these experimental statistics may account for some of the change between the two years.Prior to 2003 the only available data were for the volume of electricity distributed in the North East distribution network operator area as shown in the following table. The North East DNO area covers a larger area than the North East Government office region.

Since 6 October 2003 pension credit has replaced the minimum income guarantee and the 1.8 million cases receiving
minimum income guarantee prior to 6 October were automatically transferred to pension credit.
Following the introduction of pension credit, some elements of the support previously provided through minimum income guarantee are
now provided through local authority funding for people in care homes, and through tax credits for children. In addition, average
pension credit awards are expected to be lower than minimum income guarantee because a savings credit of up to £14.79 (single) or
£19.20 (couples) is available for people with modest incomes above the guarantee level who previously received nothing from minimum
income guarantee.

2003 appears in the following table.

Malcolm Wicks: Information available on the number of people that receive benefits by a method of payment collectable from post
offices as at 25 January 2003 is in the table. Included in these figures are customers paid by Girocheque. Girocheques are
encashable either at a post office or they can be paid into a bank or building society account.
Some customers who are paid direct into an account can also collect their benefit in cash at post offices through network banking
arrangements at the post office. There are no data available on the number of benefit claims collected in this way.
