Sir Mark Lennox-Boyd: To ask the Secretary of State for Transport if he will make a statement on progress with the trunk road aspects of the Sefton Eurogateway regional challenge. [21642]
Sir George Young: I am pleased to say that the Highways Agency will make its contribution of £770,000 to the Eurogateway project by funding the environmental improvements to the A5036 in 1998-99. This should now enable the project to go forward.

Mr. Touhig: To ask the Secretary of State for Transport if he will make a statement on the level of Government investment in (a)
road and (b) airport infrastructure over the last four years. [17770]
Sir George Young: Since 1993-94, my Department has invested, in England, over £7.2 billion of public money in the national roads
network and around £3.6 billion in local authority roads. Investment in airport infrastructure is very largely from the private
sector.

Mr. Day: To ask the Secretary of State for Transport what progress he has made on the proposal in the Transport Green paper
"Transport: The Way Forward," to integrate trunk road and land use planning. [16783]
Sir George Young: Following consultation with local authorities, business groups and environmental groups, my right hon. Friend the
Secretary of State for the Environment and I have decided together that trunk road planning in England will now be subject to review
under the regional planning guidance--RPG--system, which sets out strategic policies for land use and development and gives guidance
on the transport strategy and priorities for each region. Our Departments are publishing today a consultation draft of the planning
policy guidance which will bring the new system into effect. Copies have been placed in the Library.
There was strong support for our proposal. It is clear that increased regional input and local consultation at the outset of
planning trunk roads will encourage a more focused approach and help to promote an agreed way forward. The proposed new guidance
will allow local authorities, for the first time, to include trunk roads in their review of the transport strategy and priorities
for their region when advising on RPG.
My right hon. Friend and I shall expect the local authorities to consult widely in preparing their advice to us on RPG. This will
give an opportunity for local authorities, business, transport industries, environmental groups and the general public to make
fuller contributions to the development of the regional transport strategy, in keeping with our policy on sustainable development.
The aim is to obtain as much consensus as possible.
Through this process, the local authorities will be able to propose changes to the broad priorities for trunk road schemes, comment
on the need for individual schemes and propose that alternatives be considered, for example traffic management measures or public
transport improvements.
Trunk roads are an essential part of the country's infrastructure and final decisions on the DOT road programme will remain my
responsibility. I shall continue to take account of vital national, commercial and economic interests alongside the regional advice.

Mr. Amess: To ask the Secretary of State for Transport what was the result of the Transport Council held in Brussels on 12 and 13
December. [10339]
Sir George Young: the Transport Council met in Brussels on 12 and 13 December. My noble Friend the Minister for Aviation and
Shipping represented the United Kingdom.
The Council agreed a common position on the Commission's proposals for a directive on road passenger cabotage--replacing directive
2454/92 which was annulled for technical reasons by the European Court of Justice. The UK said that it would vote against the text
when formally adopted, because much of the original proposals for further liberalisation had been removed from the text. This was
the only item on which the question of a vote arose.
The Council also agreed a common position on a proposed amendment to Council regulation 684/92, on further liberalisation of
international bus and coach services.
The Council held orientation debates on the Commission's White Paper on the future of the Community's railways, and on proposals for
the introduction of new digital tachograph technology to replace the mechanical recording devices currently required for buses and
lorries.
The Council agreed conclusions endorsing the Commission's proposals to take forward negotiations on a land transport agreement with
Switzerland. It also discussed proposals for a replacement to directive 93/89-- also annulled by the European Court of Justice on
technical grounds--on taxation and road user charges for heavy goods vehicles. It was agreed that this issue would be taken forward
under the Netherlands presidency of the EU in parallel with discussions on fuel excise duties.
The Council held an orientation debate on air traffic management in the EU, and agreed conclusions noting the urgent need to adopt
the new Eurocontrol convention. The Council agreed a common position on a proposed regulation increasing and harmonising the
liability of Community air carriers in case of accident to passengers.
The Commission reported to the Council on its negotiations on air transport relations with the United States, and gave a
presentation on proposals for a mandate to negotiate Community membership of a new European Aviation Safety Authority.
The Council reached political agreement on a proposed directive on safety standards for fishing vessels and on a proposed amendment
to directive 93/75 on reporting requirements for ships carrying dangerous or polluting goods.
The Council agreed a resolution promoting a maritime strategy for the Community. The UK opposed two elements of the strategy--on
employment-related operating subsidies, and on restrictive manning practices--which were therefore excluded from the resolution
itself and were covered separately by presidency conclusions supported by the Commission and the other delegations.
The Council discussed the recent lorry blockades in France and Greece and the question of compensation.
The Council discussed summer time, and received progress reports from the Commission on a number of other issues, which were not
debated.

Sir George Young: A total of £746 million will be allocated to local highway authorities and passenger transport authorities for
capital expenditure on their transport infrastructure in 1997-98. This is in addition to the sums provided for transport schemes
that are successful in the capital challenge competition.
Full details of the allocations will be placed in the Library of the House on Monday 16 December.
