Mr. Keetch: To ask the Secretary of State for the Environment, Transport and the Regions what plans the Government have to review
the property bands for the council tax to reflect changes in house prices since 1990. [21886]
Mr. Raynsford: Valuations for council tax purposes are currently based on their open market value on 1 April 1991. As part of the
review of the local government finance system announced on 25 July 1997, we are considering how we might improve the fairness of the
distribution of the council tax burden. This includes the question of whether properties should be revalued and whether any changes
should be made to the current structure of the valuation bands. I expect a consultation document to be issued in the New Year before
a White Paper is published early next summer.

Dawn Primarolo: [holding answer 9 December 1997]:
The extra help announced by the Chancellor in his pre-budget statement amounts to £50 for pensioner households on income support,
and £20 to other pensioner households. These winter fuel payments will be paid both this winter and next. Given the purpose of these
payments, it makes little sense to break these figures down into weekly amounts. For the reduction in VAT, net of the effect on
uprating of pensions the average weekly cash gain for married pensioner households, by income decile, is given in the table below:

Mr. Davidson: To ask the Minister of Agriculture, Fisheries and Food what has been the average price of beef (a) on the world market

Mr. Rooker: There is no unique measure of the world price for beef. The information in the table is indicative of general trends in
recent years.
The Government consider that reform of the beef regime of the Common Agricultural Policy is essential. A necessary element in this
reform is a reduction in the support price for beef as recently suggested by the European Commission as part of the Agenda 2000
package.

Mr. Bradley: We have no current plans to change the basis of the direct payments scheme which is available to all claimants
receiving Income Support and income based Jobseeker's Allowance who meet the qualifying criteria.

Mr. Rooker: The average price of finished lambs is published by the Department in the Agricultural Market Report Part 1, a copy of
which is in the House of Commons Library. The prices are collected by the Meat and Livestock Commission on a weekly basis and cover
markets in England and Wales.

Mr. Stunell: To ask the Secretary of State for Health to what extent the Departmental Review into Health Inequalities has
established a link between cold, damp housing conditions and ill health; what is the estimated cost to the National Health Service
of treating cold-related illness; and what remedial measures he plans for the future. [19700]
Ms Jowell: The conclusions of the Independent Inquiry into Inequalities in Health will not be published until the summer of 1998,
but research shows that the most significant health risks from poor housing are associated with cold and damp, including respiratory
problems and circulatory conditions.
Reliable estimates on the cost to the National Health Service of treating cold-related illnesses are not available.
The Government have enacted a range of measures to help pensioners keep warm in winter. Value Added Tax on fuel has been out to 5
per cent. and from April 1998 the gas levy will be reduced to zero. My right hon. Friend the Chancellor of the Exchequer announced
on 25 November a winter fuel payment for all pensioners, divided into a payment of £20 for over five million pensioner households
and £50 for the 1.7 million pensioner households on income support. He also announced a cut in VAT to 5 per cent. for the
installation of energy efficiency materials carried out under Government-funded grant schemes, allowing an extra 40,000 grants to be
paid each year. The Government's new programme of training and jobs for young people will expand the national home energy efficiency
scheme.
Contractors and voluntary organisations will be encouraged to take on young people to insulate the homes of those most in need. In
addition, the Capital Receipts Initiative will help local authorities to carry out energy efficiency improvements on homes. The
Government's Home Energy Efficiency Scheme has so far helped 2.4 million households by paying grants for energy efficiency
improvements. Four hundred thousand homes will benefit from the scheme this year.
We will shortly be publishing for consultation a Green Paper on the new public health strategy for England.

Angela Eagle: At my request, officials from my Department have set up an informal group to examine the issue of fuel poverty. In
particular, the group will look at the impact of current policies and programmes and consider whether existing expenditure could be
made more effective. Other Departments represented are Social Security, Health, Trade and Industry and Treasury, together with the
Scottish, Welsh and Northern Ireland Offices. The group has met once so far. Non- governmental organisations may be invited in
future to contribute to the work of the group as it progresses.

Ms Abbott: To ask the Secretary of State for Social Security what estimate she has made of the average value of the reduction in VAT

Mr. Keith Bradley: Everyone will see the benefit of the reduction in the rate of VAT on fuel in their winter fuel bills. In
addition, this winter and next pensioner households in receipt of income support will receive an additional payment of £50 to help
with fuel costs, and other pensioner households will receive £20.
The current average value of the reduction in VAT on fuel to a pensioner in receipt of income support including the higher pensioner
premium is 25 pence per week.

Mr. Timms: To ask the Chancellor of the Exchequer if he will publish updated versions of tables 5A.4 and 5A.5 from the "Financial
Statement and Budget Report 1997-98". [19125]
Mr. Darling: The attached tables are an update of the tables included in the Financial Statement and Budget Report. The figures for
1997-98 and 1998-99 are based on the plans announced in November 1996 and revised to take account of any announced changes in
spending plans including the Summer Winter Supplementary Estimates.
These figures include:
the £1.2 billion allocated to the NHS and the £1 billion allocated to schools for 1998-99 in the July Budget.
the additional £300 million for patient services in the NHS for this year announced in October.
the extra £190 million provision this year and next for pensioners' fuel bills announced in the Pre Budget Report.
the effect of the abolition of nursery vouchers and the transfer of money to local authorities to fund their early year development
plans.
There are no figures for new plans for 1999-2000 and beyond as new plans will not be set until the completion of the Comprehensive
Spending Review.
In addition we have allocated substantial funds outside the Control Total; over £5 billion for the Welfare to Work programme and for
investment in housing. the expected spending in 1997-98 and 1998-99 is shown in the following table. We have also announced a change
in allocations from the National Lottery; £1 billion will be allocated over the next four years for the Government's priorities of
health and education including spending on out of school activities and on National Endowment for Science, Technology and the Arts.

{1} Education The £1 billion provided for schools in 1998-99 in the Budget has been added to support for local authorities and
appear in the figures for DETR--Local Government, Scotland, Wales and Northern Ireland. The Education SSA line shows central
government's provision for a nominal "standard level of service" in education. The amount of money is a broad indicator of local
authority spending on education; the final decisions are made by individual local authorities. The Education SSA line includes the
1998-99 money transferred to DETR--LG following the abolition of nursery vouchers. The spending plans for the Department of
Education and Employment are reduced on 1997-98 and 1998-99 by the expected proceeds from sales of student loans (£1.6 billion in
each year). The apparent reduction in spending between 1997-98 and 1998-99 principally consists of transfers to other departments
including DETR--Local Government and DSS. There is a real terms increase in overall provision for education in 1998-99.
{2} Further EYF Take-up
This is the Treasury estimate of likely further take-up by departments before the end of 1997-98 of unspent provision carried
forward from last year under the end-year flexibility rules. Some £450 million of EYF has already been taken up in the Winter
Supplementary Estimates and is included in the departmental totals.
