Mr. Gareth Thomas: To ask the Secretary of State for Wales what steps he has taken to ensure that the Welsh Language Board monitors
Welsh language schemes effectively. [62364]
Mr. Michael: The Welsh Language Board has to set out plans for its activities in its corporate and operational plans. These plans
require the approval of Ministers. Under the current approved operational plan, the Board is requiring bodies operating Welsh
language schemes to submit annual reports on how they have carried out those schemes. The Board also uses its powers to investigate
matters relating to individual schemes where it receives a complaint, or where it has other reason to believe that there has been a
failure to carry out a scheme.
The Board's work and progress against its approved plans, is monitored in a cycle of regular meetings with Ministers and officials.

Mr. Charles Clarke: The Teacher Training Agency's allocations of additional initial teacher training places for individual providers
in 1997-98 and 1998-99 are set out in the table; those for new courses are asterisked. The 1997 allocation also awarded some places
in 1998-99 and these have been included in the 1998-99 column.

Mr. Flynn: To ask the Secretary of State for Education and Employment what proposals he has to increase the number of school leavers
who attain fluency in a second European modern language. [56857]
Mr. Charles Clarke: [holding answer 3 November 1998]: Under the National Curriculum, all pupils must study English and all secondary
school pupils must study a modern foreign language. Secondary schools must offer one of eight working languages of the European
Union, and they can also offer other languages. In practice around 97 per cent. of pupils study French, German, Spanish, or a
combination of these. The National Curriculum programmes of study give equal weight to four communication skills: listening and
responding; speaking; reading and responding; and writing. We also support language learning through sponsorship of the Centre for
Information on Language Teaching and Research (CILT), which encourages good practice through a range of information and advice to
language teachers.

Mr. Wigley: To ask the Secretary of State for Health on what date his Department received notification from the Welsh Language Board
in relation to the need to prepare a Welsh language scheme; on what date his Department and the Board held consultations on such a
scheme; when a scheme was formally submitted to the Board; and if it has been approved. [53357]
Ms Jowell: The Department received notification from the Welsh Language Board on 5 December 1996. Consultations took place within
the Department and with the Welsh Language Board until early May 1997. On 7 May 1997 the Permanent Secretary's office wrote to the
Welsh Language Board confirming the Department's position which was that it had suitably flexible arrangements in place to fulfil
its responsibilities to Welsh speaking people and saw no need for a formal Welsh Language Scheme.
