Mr. Battle: [holding answer 3 December 1998]:
Investment in scientific research is essential to increasing industrial productivity: that is why we have secured an extra £1.4
billion for the Science Base. We must also harness better the assets of our excellent knowledge base and secure them for competitive
advantage. The Competitiveness White Paper highlights this need to enhance exploitation of technology and knowledge as a key feature
of a modern industrial policy.
Initiatives taken this year to enhance the exploitation of science and technology and so to encourage industrial productivity
include:
a doubling of funding for the Teaching Company Scheme to promote the movement of people and knowledge between industry and the
science base
an extension of the SMART scheme to stimulate business R&D in new products and processes
three new LINK programme this year, in response to priorities identified by Foresight and representing Government funding of up to
£15 million.
the University Challenge Fund scheme, a competition set up by Government, the Wellcome Trust and the Gatsby Charitable Foundation
offering £40 million to help universities set up seed funds to turn good research into good business.
Science Enterprise Challenge, a £25 million scheme to support up to 8 Institutes for Enterprise in universities and to introduce
courses in enterprise in science and engineering curricula.
the new Higher Education Reach Out fund (HERO) providing £50 million over 3 years to ensure students acquire the skills that
business needs, and to improve business access to universities' resources and services.

Mr. Matthew Taylor: To ask the Secretary of State for Trade and Industry what steps he has taken to promote new green technologies
and businesses. [62383]
Mr. Battle: The Government recognise the enormous potential of the UK environmental industry to develop new green technologies which
both provide solutions to environmental problems and boost the UK economy. Support in promoting the activities of this sector is
provided through a number of activities.
DTI plays an important role in supporting the science and engineering base and business to develop and exploit sustainable
technologies and processes. Science and engineering research received a major boost of £1.1 billion as a result of the Comprehensive
Spending Review.
The Foresight Steering Group has identified sustainable technologies as a top priority. Specific initiatives under the Foresight
programme include the Vehicle Link programme (which has recently received a further £5 million) and sustainable technologies for a
cleaner world. Foresight is currently being developed to make it more effective and will be underpinned by the theme of sustainable
development. Earlier this month eighteen projects received Foresight LINK Awards, which bring together business and the science base
to work in areas identified by the Foresight programme as important to the future prosperity and quality of life of the UK.
The Cleaner Vehicles Task Force was launched last year to provide a partnership between government, manufacturers, users and
pressure groups to identify practical measures to reduce the environmental impact of vehicles.
The LINK scheme also plays an important part in developing and transferring knowledge on new sustainable technologies. Research
ranges from the development of biotechnologies to remove pollutants from streams and soils, to using earth observation satellites
for monitoring the natural environment.
The renewables industry received a boost last September with the announcement of the largest ever obligation on the Public
Electricity Suppliers to secure 1177 MW of new electricity generating capacity from renewable sources of energy.
The Environment Technology Best Practice Programme (ETBPP) produces high quality technical advice in relation to specific industrial
sectors including examples of businesses which have established good practice procedures and made use of new technologies.
The Joint DTI/DETR Environmental Markets Unit (JEMU) encourages development of British businesses in the environmental sector and
promotes the UK as a supplier of environmental solutions. JEMU's Business Plan, which was launched on 18 March by Michael Meacher
and myself, details planned activities designed to raise the profile of the industry both at home and overseas.
We are committed to working with business and others to identify and promote ways in which firms can move towards sustainability.
The Government's consultation document "Sustainable Business" published in June, set out some ideas on how this can be best
achieved. The responses from business--over 500 were received--were generally positive, and will be reflected in our new national
Sustainable Development Strategy which is due to be published early in the New Year.

The Prime Minister: The Queen's Awards are made by Her Majesty The Queen on my recommendation. At Buckingham Palace's suggestion it
has been agreed that now would be an appropriate time for a further review of the scheme, to ensure that it is up to date and
provides the best possible incentive for British business. The Review Committee will be set up shortly. The Committee will consider
all aspects of the Awards, including their scope and eligibility. The membership of the Review Committee will be made in time for
any resulting changes to be implemented for the Awards in the year 2000.
Those wishing to express views on the operation of the Awards or to suggest changes are invited to submit their views to the
Secretary, Queen's Awards Review, Room 188, 151 Buckingham Palace Road, London SW1W 9SS by no later than the end of January 1999.

Mr. Mandelson: I am today announcing a new group of Ministers who will have responsibility for supporting me in delivering my
responsibility for science, engineering and technology across Government. I am looking to the new group to build on the work of the
Ministerial Foresight Group--driving forward the Foresight Programme will be at the top of its agenda-- and to ensure that the
Government takes full advantage of UK scientific excellence in delivering its objectives.

Mr. Mandelson: The development and commercial exploitation of scientific research is fundamental to a prosperous knowledge-driven
economy.
Important steps have already been taken such as: £1.4 billion additional funding for science; the launch earlier this year of
University challenge to help universities turn good research into good business; measures to promote collaborative partnerships such
as LINK; the creation, of a £25 million Science Enterprise Challenge announced in my right hon. Friend's the Chancellors Pre-Budget
Statement.
My forthcoming Competitiveness White Paper will address this important issue and build on these measures.

Mr. Battle: Information before 1986-97 is not available in the terms requested. The average real terms annual change in total
Government spending on Science Engineering and Technology over the 12-year period 1986-87 to 1997-98 was a decrease of £128 million
at 1997-98 prices. This excludes National Health Service SET expenditure for which information has been available only since
1995-96.

research-oriented small and medium enterprises. [61320]
Mrs. Roche: From the day it was elected, this Government have striven to encourage better networking by research-oriented SMEs. Very
often, such firms possess real talent and innovative ideas; it is our aim to encourage them to learn from each other, and from a
wider canvas of expertise, how best to bring their research to market.
I recognise and welcome the industrial forums that have been established in Wales and commend them to other parts of the country.
One of the earliest actions of this Government, following the 1997 election, was to announce the establishment of the first four
Faraday Partnerships in the UK.
Each Faraday Partnership is a collaborative network between one or more universities, one or more independent research and
technology organisations and a group of up to 30 firms, focusing especially on small and medium-sized firms.
At regional and local level, numerous semi-formal groupings exist, usually facilitated by Government Office, Business Links or
universities and research organisations. Many such groups have been established as a result of the work of the team of 13 regional
industrial secondees working in the DTI's Innovation Unit, who in turn collaborate with local providers to identify suitable topics
for networking.
Particular emphasis has been given to encouraging smaller firms to understand the outcomes of the Foresight process. Many
high-technology small firms are nowadays key to Britain's industrial capability--in topics such as software and aspects of
biotechnology. Keeping these firms aware of the directions that science and technology are taking in our universities is a
fundamental role of networks.

Dr. Gibson: To ask the Secretary of State for Trade and Industry what plans his Department has for the solicitation of scientific
advice in order to facilitate policy decision making. [61317]
Mr. Battle: DTI has in place a number of procedures and mechanisms to ensure that the appropriate scientific advice is sought and
used to inform policy making in line with the Guidelines on "The Use of Scientific Advice in Policy Making". These mechanisms
include, for example, the use of in-house experts, independent advisory committees and expert research or technical advice. The
Office of Science and Technology carried out a review of how Departments were implementing the Guidelines, and the Chief Scientific
Adviser published a report last July which showed that good progress was being made. A further review will be undertaken next year.

Mr. Rooker: The Expert Group on Vitamins and Minerals will consider all relevant scientific information on the safety of vitamins
and minerals through comprehensive searches of world-wide databases of information and by making a public call for interested
parties to submit relevant information.
