Mr. Cox: To ask the Secretary of State for Culture, Media and Sport how many complaints were made in the last 12 months to the Press Complaints Commission; and how many of these complaints were upheld. [143615] Janet Anderson: As part of the newspaper industry's system of self regulation, the Press Complaints Commission (PCC) operates independently of Government, producing its own Quarterly and Annual reports which are publicly available. Figures for the whole of the year 2000 are not yet available, but figures from the Commission's Quarterly reports for the period January to September are given as follows: _________________________________________________________________________________________________. Mr. Ivan Lewis: To ask the Secretary of State for the Home Department when he will announce the Government's proposals for a new system for dealing with complaints against the police. [143422] Mr. Charles Clarke: I am publishing this afternoon a framework of a new system to handle complaints made against police officers. There are some areas which require further work and we are inviting views on these so that they can be finalised. It was last May that I published the Government's consultation document which was based on reports of two separate studies. The first study was commissioned from the management consultants KPMG in order to take forward recommendations made by the Home Affairs Select Committee in its report on the police disciplinary and complaints procedures and by Sir William Macpherson's Report of the Stephen Lawrence Inquiry. The second study was by the human rights organisation Liberty. The outcome of the consultation is that the Government proposes to set up a new body to handle complaints; it will be called the Independent Police Complaints Commission. I have previously indicated my sympathy for the principle of an independent system for investigating complaints against the police and I am pleased to announce that a key element of the new system will be the independent investigations of the more serious complaints. Two other key elements of the new system will be easier accessibility to the system for complainants and more openness in dealing with complainants. I am very grateful to all those who took part in the consultation. In particular, the Police Complaints Authority (PCA), which has called repeatedly for reforms so that it could increase its effectiveness and independence. The PCA's response pointed the way towards independent investigations, easier accessibility and more openness. I have arranged for copies of the framework document to be placed in the Library.

[143013] Angela Eagle: There are currently 54 members of staff employed in the office of the Independent Case Examiner (ICE), including six members of staff on secondment from the Child Support Agency. On receipt of a complaint the office of the ICE completes a `gateway' check, or initial review. Part of this check is to ask the Agency if their complaints procedures have been exhausted, and once this is known, the client is informed whether or not the office of the ICE will investigate their complaint. The average duration of this initial review (gateway check) on cases awaiting investigation is currently four working days. Once the investigation process has begun, the investigation officer will seek to clear the complaint by a resolution process. If this action is not successful or not appropriate, a full report is prepared and issued by the ICE. There are currently 219 cases that have passed the gateway process and are awaiting investigation by the ICE office. The earliest case, referred to the Independent Case Examiner where, on 14 December 2000, the initial review (gateway check) was yet to begin, is 12 December 2000. The waiting time between a complaint being referred to the Independent Case Examiner for the Child Support Agency and the beginning of the investigation of that complaint is currently 13 weeks. The office of the Independent Case Examiner opened in April 1997; no complaints were referred to the office before that date.
